Locals put a bamboo pole across the road and are charging tourists, basically anyone who does not live there “fees” to drive on the philippine road paid for by peoples taxes, in violation of Philippine law. then when you get to the town more fees to “register”. most of the business in this town are owned by big Boracay tour companies anyway.
